Medical Consortium | Co‑construction and Shared Use of Medical Resources, Deep Integration of Talent and Technology

To earnestly implement the national, provincial, and municipal decisions and arrangements for deepening the reform of the medical and healthcare system, concentrate resources on winning the tough battle of medical reform, and put the tiered diagnosis and treatment system into practice, since May 2019, West China Hospital of Sichuan University has officially taken over the administration of Yibin Second People’s Hospital. By continuously providing talent and advanced technologies, it has laid a solid foundation for the hospital’s further high‑quality development, while also bringing Yibin residents medical and health services of West China standard. As a close‑collaboration member of the West China Hospital medical consortium, Yibin Second People’s Hospital not only continually enhances the quality of its medical care but also actively explores and systematically implements the tiered diagnosis and treatment system. In line with the strategy of “city‑driven county‑level, county‑driven township‑level,” it has extended its efforts to build medical consortia, reaching out to healthcare institutions in Nanxi District, Changning County, Jiang’an County, Gong County, Xingwen County, and the Lin’gang Economic Development Zone.

On April 17, 2020, Yibin Second People’s Hospital implemented the Medical Cooperation Agreement it had signed with Jiang’an County People’s Hospital and Jiang’an County Traditional Chinese Medicine Hospital, dispatching senior management personnel Zhu Jianjun and Du Dan to serve as vice presidents at Jiang’an County People’s Hospital and Jiang’an County TCM Hospital, respectively. The appointment of these two vice presidents marks a significant step forward in the collaboration between Yibin Second People’s Hospital Medical Alliance Health Group and its two affiliated hospitals, bringing their partnership into a phase of solid, on‑site management‑talent deployment.

On April 23, Chen Xinzhu, a member of the hospital’s Party Committee and vice president, led Dr. Jiang Xiaozhong, director of the Hepatobiliary and Pancreatic Surgery Department, Vice President Zhao Li, who is assigned to management duties, along with five department directors, to Naxi District, where they signed a Medical Cooperation Agreement with the Naxi District People’s Government and the Naxi District Traditional Chinese Medicine Hospital. With this agreement, the “Naxi TCM Hospital of Yibin Second People’s Hospital Medical Health Group” was officially established and inaugurated, and a “Dr. Jiang Xiaozhong Workstation” was set up at the Naxi TCM Hospital, helping to elevate the hospital’s capacity to deliver uniformly high‑quality medical care across the region, with a particular focus on enhancing clinical service capabilities and management standards, thereby providing residents of Naxi District with premium healthcare services.

On April 22, a delegation of four, including Li Xingke, Vice Chairman of the Changning County CPPCC and President of the Changning County People’s Hospital, and Li Hongbing, Secretary of the hospital’s Party Committee, visited our hospital to hold a symposium on advancing tiered diagnosis and treatment and further strengthening the development of the medical consortium. Han Ping, Secretary of our hospital’s Party Committee, Chen Xinzhu, Vice President, and Weng Qingzhong, Director of the Medical Affairs Department, among others, attended the meeting. The Changning County People’s Hospital expressed its hope to consolidate medical cooperation with our hospital through the establishment of the medical consortium and outlined specific needs for support to enhance its medical service capabilities and promote the development of the healthcare sector. Following in-depth discussions, our hospital and the Changning County People’s Hospital reached consensus; going forward, they will appoint specially appointed department directors and experts, establish alliances for “chest pain” and “stroke,” and set up four major centers—laboratory testing, electrocardiography, medical imaging, and pathology—thus steadily advancing the construction of the medical consortium and implementing the tiered diagnosis and treatment system.

In March 2019, in accordance with the municipal government’s requirements for building medical consortia, Yibin Second People’s Hospital established and officially launched the “Yibin Second People’s Hospital Medical Health Group.” To date, it has signed medical cooperation agreements with five county-level hospitals, dispatched three deputy hospital directors on secondment, assigned 20 department heads, and appointed 22 specially invited experts to the group’s affiliated hospitals, while also setting up one doctoral workstation. In the development of the medical consortium, Yibin Second People’s Hospital plays a pivotal role as a bridge between higher‑level and lower‑level institutions. The hospital remains committed to advancing healthcare reform, steadily implementing a tiered approach to channel high‑quality resources from West China Hospital—through Yibin Second People’s Hospital—to district‑ and county‑level hospitals, thereby enhancing the comprehensive service capacity of primary care within the medical community and contributing to the promotion of Healthy Yibin and the accelerated development of the city as a provincial economic sub‑center.
